Applicable Work Experience:
Andy Givens has over 30 years of energy, utility, and renewables consulting experience. Clients include universities, government organizations, municipalities, rural electric cooperatives, utilities, and industrial and commercial energy consumers.  Areas of expertise include renewable energy programs; energy and REC markets; utility rate, regulatory, and financial matters; system acquisitions and privatization, and other strategic matters.  Andy played a major role in the development of the NC GreenPower program and currently serves on the Board of Directors.

Renewable Energy and Energy Efficiency - Mr. Givens has led and participated in projects involved in various aspects of the renewable energy industry, including solar, small hydro, landfill and agricultural methane generation, and biomass generation.  Examples include:


Manages the REPS compliance strategy and implementation, for three municipalities in North Carolina since 2008 and has prepared all reports for submission the NC Utilities Commission.


Prepares financial analysis and planning support for current solar and hydro generation projects in NC.


Negotiated power sales contracts for the Town of Lake Lure, which operates a 3.4 MW hydro generation plant over 12 years. 


Brokers the sale of the RECs for 18 small hydro projects in North Carolina, including Asheville and the Town of Lake Lure, and assisted in the registration with NC Utilities Commission.

Negotiated the Power Purchase Agreement (PPA) and interconnection agreement for roof-mounted solar facility on a school in Cumberland County.

Currently managing the FERC relicensing process for the Ward Mill Dam in Watauga County.  Prepared and filed the NOI, PAD, and the request for the TLP on August 31, 2011.  Currently consulting with agencies and interested parties, in preparation for public meetings.

Financial analysis of the District Energy System providing energy efficient centralized cooling to Jacksonville, Florida.  


Projects include analyses of power supply costs at NC State and Dorothy Dix campuses and well as other NC facilities.  


Wholesale Power Supply – Power supply and sales negotiations and planning for small utilities; independent power suppliers, and large consumers, including state agencies and universities. 


Utility Rates and Regulatory Matters – Over 30 years Mr. Givens has prepared rate analyses, cost-of-service studies, revenue requirements, rate design, and other related regulatory studies before the Federal Energy Regulatory Commission, state regulatory commissions, and municipal and Electric Coop boards. 


Strategic Distribution System Matters - Mr. Givens has led projects including utility system privatization and asset transfer in the institutional and military markets as well as other strategic matters.


Industrial and Institutional Energy - Mr. Givens has assisted a variety of industrial and institutional energy users address strategic issues including service charges and restrictions, on-site generation, facilities ownership, and utility interconnection matters.
