Andy Givens of Cardinal Energy Service has worked in the utility industry for over 30 years.  While rate trends have come and gone during that period, the fact remains that the rates generate the revenue for the operation of the utility, and insufficient or unbalanced retail rates can lead to financial stress and customer dissatisfaction .

We generally charge by the hour for our consulting services. However, some projects can occasionally be quoted at a fixed price. We often recommend to new clients that they consider this per-project option during an evaluation phase. New clients also use our hourly support when they need immediate assistance.

Retail & Wholesale Rates and Regulatory Matters

   Periodic Reviews and Revisions 

All Utilities must adjust their rates periodically to balance the revenue with the financial needs of the utility to maintain reliable service.  Frequently a basic review of the rate level to reflect the changes in the wholesale power cost, the cost of renewable generation, and the margin requirements of the utility.  Cardinal Energy is prepared to evaluate the system changes, and establish the proper rate levels for the utility to maintain its financial strength. 

   Comprehensive Rate Studies

 Periodically it is necessary for a utility to carry out a comprehensive review of its rates to determine the proper balance between the different rate classes and to eliminate the irregularities in the rates.  It typically is necessary to conduct a Cost of Service study in order to reestablish cost based rates and to eliminate distortions which have crept into the rate structures.  It may also be necessary to consider the imposition of time-of-use rates or rates that reflect the seasonal variations in the cost of providing the service. 

 NC REPS Compliance

Cardinal Energy has worked with utilities to meet the requirements of the North Carolina Renewable Energy and Energy Efficiency Portfolio Standard (REPS) since the enactment of Senate Bill 3 in August of 2007.  Cardinal Energy continues to work with utilities to develop and implement compliance strategies, develop energy efficiency programs and renewable energy generation, prepare and file the Compliance Plans and Reports required, and acquire the RECs required for Compliance.
